Have you tried connecting these drives to a different PC's power supply? If the drives are not spinning and not being recognized - then the drive(s) are either DEAD or their not getting power.

If the drives are being recognized, but NOT spinning, then either the bearings/motor is dead or there is some power saving feature that's now allowing them to spin up. Generally, when you connect a drive to a power source - WITHOUT connecting the data (IDE or SATA) interface, the drives SHOULD start spinning. If you've ruled out a lack of power as being the issue with drives that are not recognized nor spinning up - it's safe to say that the drive(s) in question are dead. If the drive is recognized, but refuses to spin up - it's possible, in some cases, to open the case of the drive and give the spindle a nudge to get it spinning again. This can allow you to get the data off the drive - but once you've done so - don't attempt to use the drive as opening up the case exposes the platters and heads to dust - which is going to damage the drive. There are professional services that can recover data from dead drives - but they don't come cheaply.
