The opinions expressed are those of the writer. It’s never good when the CEO openly apologizes for missteps with its developer community. But that’s exactly what Twitter CEO Jack Dorsey did upon taking the stage on Wednesday morning at the opening of Twitter Flight, the company’s developer conference, at the Bill Graham Auditorium in downtown San Francisco. Dorsey’s mea culpa comes on the same day Morgan Stanley issued a critical note about Twitter. It’s also not so good when investors lose two-fifths of their investment in a year, but that’s what happened to anyone who bought Twitter shares a year ago. On Wednesday, Twitter shares were hit by more than 5% before Dorsey even took the stage. Morgan Stanley downgraded Twitter shares to “underweight” with a price target of $24.

Twitter shares closed Wednesday down more than 5%, and now are down 18% this year, and nearly 40% over the past year. Jack Dorsey’s ascension to the post of permanent CEO just a week ago comes with a bunch of challenges. Twitter talks about one billion “views,” but just how much time is each user and advertiser spending on the mobile app, or desktop? And as part of Twitter finding its new identity, Dorsey has started the retooling process as he laid off more than 300 employees. A quick perusal of Twitter’s web site, reveals the company has hundreds of jobs openings in San Francisco and around the world, and just announced the hiring of Marcus Mabry, formerly of The New York Times to help run its new “Moments” product. At Dorsey’s opening keynote, he said the company’s relationship with developers had gotten a bit confusing, and now is the time to reset the relationship.

During his short opening keynote, Dorsey didn’t mention any major news, or specific initiative. Dorsey made a few sweeping statements like Twitter “stands for freedom of expression,” and “speaks truth to power.” Dorsey said Twitter “empowers dialogue and conversation” and that it is a “revolutionary communications tool.” After Dorsey’s introduction, a series of product presentations followed with details for the developer audience.

Jeff Seibert, Twitter’s Senior Director of Product, said the company has 1500 developers in attendance at the conference from 30 countries around the world. Seibert talked about the launch of “Moments,” which he called the “best way to stay in touch with breaking news and sports.” Another one of the announcements Twitter made on Wednesday was the launch of Twitter Polls. This new feature enables users to create their own polls and to share them across the Twitter community. Both Moments and Polls appear to be ways that Twitter is trying to reinvigorate its user community with means for engagement and participation. “Twitter’s value is in aggregating what’s going on, but it’s not as good at recognizing what the user wants,” Anderson added. Anderson said Twitter’s “greatest strength is also a weakness.” He points to the live nature of Twitter, and that it is all about what is happening now. But Anderson says the fact that Twitter is not actively curated, or organized, makes it more difficult for some users. “It’s very powerful, but it is unfiltered.” Anderson says Twitter has prime real estate on smartphone users screens worldwide, and that is an immense opportunity to be leveraged into user growth, time spent with the app, and the advertising revenues that would be expected to follow. “All of the social networks are depending on media companies for the bulk of their content.

Seibert also announced the company will launch a new Twitter for Mac later this year, which is designed to take advantage of Apple’s El Capitan operating system. One trend that Twitter executives emphasized at Flight was both the rapid growth of native mobile apps and also the growth of native video advertising. Twitter said that developers should be focused on three big areas: apps, content and data. Investors will continue to look to Dorsey for his gameplan for driving revenue growth, and to the growth of monetizing the global Twitter audience.

It has become clear that Jack Dorsey wastes little time getting to the heart of an issue. During his first earnings call as interim CEO in June, Dorsey, saying the company needed to do a better job “clarifying ownership” over projects. One week after taking the helm as permanent CEO, he to create a “smaller and nimbler team.” On Wednesday, at Twitter’s annual developer conference Flight, Dorsey got real again, this time with the developer community that Twitter hasn’t always welcomed with open arms. “Developers took to our service from day one and gave Twitter a much more global reach,” Dorsey said.
